The Exceptional Family Member Program (EFMP) supports the continuum of care for all eligible sponsors and their family member in order to improve the quality of life for families that support a member with special medical and/or educational needs. In accordance with MCO 1754.4C, EFMP is a DOD-mandated enrollment program designed to support individual, family, and unit readiness.
Who qualifies for EFMP?
An exceptional family member (EFM) must be enrolled in DEERS and MCTFS and have a diagnosed physical, intellectual, or emotional need that requires specialized medical or educational services.
The Exceptional Family Member Program has three separate components:
- Identification & Enrollment - Any dependent of a service member with a special medical and/or educational needs must enroll.
- Assignment Coordination - For a service member to be mission ready it is essential that family members with special medical and/or education needs are considered since appropriate services may be limited in some locations.
- Family Supports - Plays a critical role in helping families navigate enrollment, assignment coordination process and connection with resources and supports.

This is a regulation size hockey rink measuring 75 feet wide and 165 feet long, covered with a sports tile engineered for perfect puck glide and grip for inline skates.
The Inline Hockey Rink is open to all authorized DoD cardholders, family members, and their guests.

Using an integrated community health approach, the Community Counseling Program (CCP) equips Marines and families with the skills to address life’s challenges before there is significant impact to performance in their duties and relationships. We offer non-medical counseling to Active Duty Service Members and their families for 8-12 sessions, and recently retired service members within 90 days of EAS. All counselors are experienced working with service members and military families. They are licensed and credentialed to practice mental health counseling within the USMC.
There is no referral needed and services are free. Those seeking a routine appointment may call the front desk to schedule an appointment. If you feel your matter is urgent, you may walk-in and request to see a clinician for a safety assessment. Commands who are in need of a psychological first aid response team, following a death or tragedy, may contact our office.
Our counselors will listen to your concerns, assess your needs and work with you to develop goals for your counseling sessions. Counseling can increase self-confidence, improve family communication, improve your well-being and overall mission readiness. Our team members are subject matter experts and can offer counseling designed to meet your specific needs.

Sexual Assault is a criminal act and will not be tolerated. The Marine Corps’ goal is to eliminate sexual assault and assist those affected by sexual assault (MCO 1752.5C).
Help is available! The Sexual Assault Response Coordinators (SARCs) and SAPR Victim Advocates (SAPR VAs) are confidential advocates who can provide support, information about reporting and resources, and accompaniment. The SAPR Program provides services to all Service Members, and military dependents over the age of 18. Crisis intervention, information and referrals is also available to civilians. We seek to empower victims and ensure that all victims will be treated with dignity, sensitivity, and without prejudice. The New Parent Support Program (NPSP) is a professional team of licensed social workers, counselors and registered nurses who provide educational and supportive services to military families. From the early stages of pregnancy to the development of your child up thru age 5, this program can better prepare you for parenthood. Our trained, supervised staff has extensive knowledge of the issues encountered by today's parents. Our team is sensitive to the unique challenges facing military families. We can help families cope with stress, isolation, pre and post deployment, homecoming reunions, and the everyday demands of parenting in the military. New ages and stages in child development bring different challenges. NPSP offers you the opportunity to express your concerns and ask questions about babies, young children and family relationships.

All players must show proof of a golf handicap 24 or less (except during winter hours, when this is waived) to have golf privileges on the Gold Course. For questions on how to register for a USGA Handicap, please contact the golf course. Golfers who have established a handicap in the Paradise Point Golf Course system will be permitted to participate in any Paradise Point Golf Course tournament that is open to patrons.
- Children 5 years old and younger are not permitted on the courses or golf carts.
- Glass bottles are prohibited on the Gold and Scarlet Courses.
- Tee times may be made manually (i.e., over the telephone or in person) 7 days in advance.
Paradise Point Golf Course is open to the general public. All visitors without installation access must be sponsored by an Active Duty/Retired Military or Civilian DoD ID Cardholders. Visit https://www.lejeune.marines.mil/Base-Access/ for more information. Purchases in the Pro Shop for “convenience merchandise incidental to daily participation,” is permitted.

Paradise Point Golf Course was designed by George Cobb, a world renowned golf architect and former Marine. Paradise Point Golf Course has two golf courses, the Scarlet and the Gold. The Scarlet is an 18 hole course with par of 70. The Gold is an 18 hole course with par of 72. Also available are two driving ranges, one green grass and the other covered with 20 bays. There are three putting greens and a practice field on the premises.
Golf Lessons with our PGA Instructor
Private lessons are available for all skill levels, from the beginner who wants to learn the basics of golf to the good player who wants to hone his or her skills. Lessons are given by a PGA Professional.

To better serve you with evening and weekend hours, Vehicle Resale Lot registrations are now being accepted at the MCCS Auto Skills Center, Bldg 1250, Birch Stt. Extension.
Signs are posted in each of the four medians adjacent to the resale lot notifying customers that a Resale Lot Authorization Form is required. Any vehicles parked without a Resale Lot Authorization Form will be towed and stored at owner’s expense.
In order to place your vehicle on the Resale Lot, the Authorization Form (available at the Auto Skills Center) must be completed to be assigned a numbered parking space on the lot.
FEE: $30 charge, payable in advance, for each 30-day rental period.

Child and Youth Programs (CYP) provide high quality child care programs and services that support eligible families. The program operates under the auspices of the Family Care Branch. Certified by the DoD and accredited by the National Association for the Education of Young Children and the National Afterschool Association, CYP offers nurturing, developmentally appropriate care for children from 6 weeks to 12 years. All programs are designed to enrich your child’s social, cognitive, emotional, physical, and intellectual growth and development. Fees are set by the DoD and based on total household income.

The 8500 sq. ft. Skate Park is located next to the Inline Hockey Rink on Agan St. The park is open to all authorized patrons 10 years and up and will be used for both recreational skate and competitions. Highlights in the park are intermediate jumps, grinding rails, and two long runs starting and ending with either quarter pipe or half pipe platforms, culminating in the regions only super bowl platform.
Open to authorized patrons 10 years and up. Patrons who fail to wear all required protective equipment or otherwise fail to comply with ASO 1710.40, posted rules, or the diretion of PMO/MCCS Staff may be subject to citation, administrative and/or punitive action or both.
