Welcome to your Unit Transition Coordinator (UTC) webpage! Regardless of why a Marine transitions out, it can be very stressful to balance active duty while trying to become a civilian again. Your role is to support the service member through the Marine for Life Cycle as UTCs are responsible for facilitating all unit transition activities. MARADMIN 632/19 requires 1 UTC for every 75 Marines per unit.
The Transition Readiness Branch is here to support you as a UTC. Please check back here regularly to ensure you have the most current and up-to-date information. Your UTC appointment letter must be submitted to the Transition Readiness Branch office for certification and the password to TRUMBA. If you have any questions regarding your appointment letter, please call (910) 451-3212 for MCB Camp Lejeune, or (910) 449-4914 for MCAS New River.
Capstone/Commander’s Designees must attend training and provide their appointment letter to the Transition Readiness Branch office. Please call if you have questions.
Recommended Next Steps
- Maintain your UTC Training Certificate and Appointment Letter for recertification or Commanding General Inspection. You may want to download and/or print MARADMIN 632/19 and MCO 1700.31 for reference.
- Submit an ePAR request to IPAC for code “UTCN – Unit Transition Counselor” the UTC collateral duty.
- Maintain copies of completed eForm DD2648 for 1-year from the EAS in the command’s official file system.
- Get organized. Create a Tracker, or contact your trainer if you have not yet received the UTC TOOLKIT. The downloads on the left will help you get started.
Step 1: Initial Counseling

Attach:
1. Service member's completed 365 checklist signed by you (a certified UTC)
2. Service member's completed Self-Assessment
3. Service member's proof of ROOB completion

Step 2: PreSeparation Counseling
- TRB Staff will register service members for PreSeparation Counseling upon completion of Initial Counseling
- PreSeparation Counseling must be completed no later than 365 days prior to EAS and is valid for 24 months following completion.
Step 3: TRS/Retirement
- Transition Readiness Seminar (TRS) and Retirement Seminar must be completed no later than 180 days prior to EAS. This requirement lasts for 24 months following completion.
- Service member must complete IC and PreSep prior to attending TRS/Retirement/ETRS. Service members that are registered without an IC/PreSep completion will be removed from the TRS/Ret/ETRS roster.
- Coordinate entry of the training event code "TA-Transition Readiness Seminar" into MCTFS or MCTIMS record, utilizing the completion date for TRS/Retirement/ETRS.
Step 4: Capstone Review
- Service member must contact their advisor from TRS/Retirement/ETRS to schedule a Capstone Review appointment either in-person or over the phone.
- Capstone Review must be conducted no later than 120 days from EAS.
- During Capstone Review the service member will receive an in-depth review of the service member’s eForm, Self-Assessment/Transition Plan, and Career Readiness Standards to identify gaps, determine TAP compliance, and if the Marine is at risk before separation.
- Upon completion of Capstone Review, the Capstone Designee will be notified via a link from DoD TAP to conduct Commander's Verification.
Step 5: Commander's Verification
- UTC will coordinate the Capstone meeting between the service member and the CO (or designee).
- Commander’s Verification must be conducted no later than 90 days prior to EAS.
- During Commander’s Verification, the CO (or designee) will validate the service member’s overall preparedness to transition by reviewing the eForm, Self-Assessment/Transition Plan, and career readiness standards, as well as verify warm-handovers have been contacted.
- Upon Completion of Commander’s Verification, UTC will:
- Receive a copy of the completed DD Form 2648 eForm to file in the command’s official files for 12 months post EAS.
- Coordinate entry of the training event code "TZ-Transition Readiness Seminar Capstone" into MCTFS or MCTIMS record, utilizing the completion date for TRS/Retirement/ETRS
Requesting Rapid Separations or Transition On-Line (TOL)
Please read the following before requesting assistance for a Rapid Separation:
- Initial Counseling, Pre-Separation Counseling and Transition training is required for all Service Members regardless of reason for separation.
- Please ensure your request meets the following guidelines: the service member needs an expedited Initial Counseling, Pre-Separation Counseling and/or TRS due to emergent circumstances.
- Your request will be considered and approved on a case-by-case basis. You will be contacted by a TRB staff member with follow-on instructions.
- Please send an email with subject line “Rapid Separation” and include justification for requesting expedited services to clnrutc@usmc.mil.
Please read the following before requesting that a Service Member complete transition requirements via Transition On-Line (TOL):
- Initial Counseling, Pre-Separation Counseling and Transition training is required for all Service Members regardless of reason for separation.
- Please ensure your request meets one of the following guidelines: incarcerated, hospitalized, located over 100 miles/3hrs from a servicing installation.
- Your request will be considered and approved on a case-by-case basis. You will be contacted by a TRB staff member with follow-on instructions.
- Send an email with subject line “TOL Request”. Include justification for requesting TOL and attach the signed request letter from the Battalion/Squadron Commanding Officer to clnrutc@usmc.mil.
