The Exceptional Family Member Program (EFMP) supports the continuum of care for all eligible sponsors and their family member in order to improve the quality of life for families that support a member with special medical and/or educational needs. In accordance with MCO P1754.C, EFMP is a DOD-mandated enrollment program designed to support individual, family, and unit readiness.

Who qualifies for EFMP?

An exceptional family member (EFM) must be enrolled in DEERS and MCTFS and have a diagnosed physical, intellectual, or emotional need that requires specialized medical or educational services.

The Exceptional Family Member Program has three separate components:

• Identification & Enrollment - Any dependent of a service member with a special medical and/or educational needs must enroll.
• Assignment Coordination - For a service member to be mission ready it is essential that family members with special medical and/or education needs are considered since appropriate services may be limited in some locations.
• Family Supports - Plays a critical role in helping families navigate enrollment, assignment coordination process and connection with resources and supports.
